(Nakatsukasa-Syo), (Minbu-Syo) and others were public offices.

From 7C to 9C, people used woodchips instead of paper, as documents in a office, tags of laggages to bring tax to the capital and writtings for practice etc,. Mokkans from ruin of Nagaya-no-Oh's house told us a life called 'Kizoku .'

Government under Taihoh-Ritsuryo.

There were many offices under each (Syo) and over 10,000 of people worked for each offices. Only 150 of , like Fujiwara clan, descendant of Nakatomi-no-Kamatari , held important posts and got a large amount of salary from generation to generation. Kokushi of Local government were chosen from Kizoku who lived in the capital. They set out for each districts 6 year-term (afterward, 4 year-term).
The name of (Okura-Syo ; Ministory of Finance) had been used until 2001.

 The nation administered by Ritsuryo was Ritsuryo Kokka . Its political system was Ritsuryo-Sei . Government owned people and land, that is Kouchi Koumin .
 The census register was also made. According to the register, every people were given some space of land called Kubunden . After their death, land were returned to the government. This system is said to be Handen Syujyu . Instead of Kubunden , people had to pay heavy taxes and had to work for the government.

Wadokaiho /Wadokaichin

Copper coins called (Wadokaiho / Wadokaichin) were issued in 708.
(Syoku-Nihon Gi) says that copper ore was given up from Chichibu-Gun ( in Saitama pref.) so they made coins and named era 'Wado.'

Sakimori	gard in Kitakyusyu for 3 years (chosen from soldiers)
Unkyaku	carry laggages of taxes to the capital from each districts
